A drug-related incident involving the "Tokyo Domei"—a semi-organized crime group—and the "Chinami-gumi" yakuza syndicate breaks out in Ueno. Detective Eiko Yagami (Meisa Kuroki) of the Ueno Central Police Station's Organized Crime Division defies orders from her superior, Kawakami (Hiroyuki Ikeuchi), to pursue the truth through her own independent investigation. Looming in the background is a dark mystery linked to the inexplicable death of her late husband, Masaya (Katsuya Maikuma). As Eiko attempts to strike a deal with Chinami-gumi boss Arishima (Eiji Okuda), the shadow of a Filipino hitman named Graniso (Ken Kojima) emerges, sending the case spiraling in an unexpected direction.

As tensions escalate between the Tokyo Alliance and the Chinami-gumi, Eiko is assigned to protect a key figure who knows Masaya. Her path crosses with Graniso—who is hunting this same individual as an assassination target—while the maneuvers of the Chinami-gumi's Kai (Naohito Fujiki) and the Chinese mafia boss Yin-Li (Ryo) further heighten the tension. Meanwhile, Gojo (Kengo Kora) of the Shinjuku Police Organized Crime Division approaches Eiko, drawing her into a web of internal police friction and conflicting agendas, leaving her increasingly isolated.

With multiple organizations entangled, the situation grows increasingly complex. Amidst the conflict surrounding a key figure, the moment of confrontation between Eiko and Graniso finally draws near. Meanwhile, ominous signs emerge regarding Kawakami's movements, blurring the lines between friend and foe. The conflict reaches an unexpected conclusion, and a new phase begins as the truth revealed by the key figure causes everything to fall into place.
