On December 21, 1988 a massive explosion causes chaos in Lockerbie, Scotland. The families of those on board flight Pan Am 103 learn that the plane had crashed, killing 270 people. The bombing of the plane is confirmed and an international terrorism investigation begins.

A Palestinian terror group, the PFLP-GC, funded by Iran is initially suspected in the Pan Am 103 bombing, but Scottish and FBI investigators find evidence pointing to Colonel Gaddafi's Libya.

The CIA hands over a Libyan double agent who provides crucial evidence in the Pan Am 103 bombing case needed to bring the two suspects to court. Complications arise when a key witness alters his testimony as the trial gets underway and forensic evidence is questioned.
